What do you use neutral density filters for?

I was running tonight and it was cold and cloudy, and I remember I used to set up a tripod on nights like this, but every time I try to take a photograph of a tree or a dark building, if my shutter speed is 30 seconds and a big enough aperture, then I will get just enough detail of the tree or the building without using any external lighting, but with such clouds reflecting more light, I end up making them look unnaturally bright. If I were to use ND filters, would that help in any way, and if not, what other suggestions could you think of? I wish, without any post processing (so don't suggest taking one shot of the building with detail, and one of the sky the way I want it), to have a final product there the tree or the house is not pitch black but have about as much exposure as you would expect when you are looking at the house in real life at night, and the sky naturally dark gray. the house would not be lit.

A graduated ND filter would help cut down the exposure on the sky. But TBH if you are using a 30 second exposure and only just getting detail in the building then I am not sure how well it would work.

Cabbinc - the other way around I think you mean. They want the exposure on the sky reduced so the the ND portion of the filter will be used on the sky.

You could also "paint" the building with light by having an assistant walk around the building giving a low burst of light in the relevant areas whilst the shutter is open.
If done properly then the building will be lit but the assistant will not register.

Worth experimenting with.
