I want a jeep wrangler?
would it be more practical and cost effective to buy a wrangler that has already been modified for off road use considering that it has already been used for that and therefore a bit more worn down. Or buy a stock wrangler and pay for it to be modified considering that it is probably in better shape.
It is always more cost effective to have someone else put the parts in. There are alot of items that once you buy them you will never get your money back. like tires if you go out and spend $1000 on a new set of tires you may get half that when you sell the jeep.
Here is the thing, Do you like doing the modifications yourself? if not your going to pay more in shop fees to have all the stuff installed by someone else over the life of the jeep then you will initially pay for a jeep with the stuff modified.
There will be general maintenance but if you pick a jeep that has been built right you shouldn't have a problem.
Or,you can buy a BJ "Built Jeep" this is a "new" jeep that has been modified. For the most part they are taken down to the frame and rebuilt using better parts. They can be found at 4wd shops for around 10k. That is a deal considering its about 2k in labor (if you had a shop do everything)and about 6k in parts.

It is alot more cost effective to buy a jeep that meets what you want then build one. But the fun is in building the dang thing. Taking that $3000 stock wrangler and slowly dropping 10 more into it until you have a jeep that is perfect. And once perfect you can sell your "perfect" jeep to someone for 7k and buy another.
Goodluck
