I have just dropped my ford ka 1999 at the garage as there is a hole in the sump pan where it has rusted through. The mechanic says that it will cost more because he will have to split the gear box to remove and replace the oil sump pan. Is this true?
Not on a 1999 Ka.
On the later Ka (late 2002 onwards) with the 1.3 Duratec 8v / Zetec Rocam engine, there are a couple of bolts that you need to remove the gearbox to gain access to (one of the stupidest ideas ever). At least they have an alloy sump, so the only thing you are likely to need to do is replace the gasket if it leaks. This is also the case on the 1.6 engine in the SportKa and StreetKa.
