what would happen if i release a styrofoam ball at the bottom of a pipe ?

i have a pipe - 10 meters high. diameter of 50cm.water is constantly flowing fromthe top of the pipe, so the pipe is always full to the top. at the bottom the pipe ends in a pool of water and is 10 cm submerged into the pool. ,so the tube is always full. if i put a styrofoam ball (diameter 49cm) at the bottom of the pipe and release it, will it rise due to its buoyancy and density or will the water push it out of its way and back into the pool.
the water flows from the top of the pipe downward towards the pool. the volume of the flowinh water is such that the pipe is always full to the top.

It depends entirely on the flow rate. If it's zero, the ball will rise. But given that the ball is a pretty tight fit, almost any flow will push the ball back down.

Also, 10m is basically the max you could make the pipe and not have a bubble form in it - at least at sea level.
